Frank is one of Rook's alters. He is an office executive-type; cordial, friendly and knows how to seem charismatic and funny, while keeping everyone around him at arm's length. Despite his determination to see things through the end, Frank's complete lack of deeper thought and curiosity make him an extremely tedious and superficial person. He holds no attachments or resentments and mostly acts according to what is expected of a given situation rather than in accordance to his feelings and opinions. There is not a single person in the world he cares about, but he is rather fond of Rook as his antics and eccentricity provide him some entertainment.

Frank rarely comes to front, if not to stop Scabiosa from causing serious harm to the body during his meltdowns or to indulge in his cocaine habit (and subsequently drain Rook's bank account).
